A political activist targeted in a federal obstruction investigation in Kansas said she has filed a complaint with the Justice Department alleging prosecutorial misconduct in a grand jury investigation of her role in the case of a doctor whose clinic has been linked by prosecutors to 59 overdose deaths.

Condoleezza Rice gave permission for the CIA to use waterboarding techniques on the alleged al-Qaida terrorist Abu Zubaydah as early as July 2002, the first known official approval for the technique, according to a report released by the Senate intelligence committee yesterday.

President Obama rebuffed calls for a commission to investigate alleged abuses under the Bush administration in fighting terrorism, telling congressional leaders at a White House meeting yesterday that he wants to look forward instead of litigating the past.
